I have just received and reviewed the Administrative Structure and Fact Sheet for the City of Toronto as a promotion for Toronto Public Service Week 2006.

I found the information on your Fact Sheet (How Toronto Tax Dollars work for the Public in 2006) is disingenuous at best and I find it more confusing than enlightening.  It makes no sense to elaborate on this observation - you just have to look at your own pie chart and attempt to interpolate any meaningful information from it.

Further to the above observation, and probably more disturbing is the Administrative Structure of the City.  While I have not made a study of comparable organizations, it is reasonably clear to me that managing the City is so difficult is most likely because of this very structure, combined with the Labour/Management relationships that control our City.  Some might as I did,  find it unusual that there was a lock-out on the First Day of Public Service Week.  The City took this as business as usual.

Notwithstanding, we might organize more effectively if we had information upon which to rely.  Therefore I formally petition the City:

I am writing a Report to the Commission investigating the Toronto Port Authority and as a component part of my Report I require the following information.

I hereby petition the City, its manager Shirley Hoy, and the three Deputy City Managers, Sue Corke, Fareed Amin, and Joseph Pennachetti to use their good offices and ask their Managers to Report to City Council and to myself on the economic relationships between the City and ALL TORONTO ISLAND operations, including but not limited to Reports from each of its Managers and Directors.

 These interactions should include leases, taxes, and business contracts that have an effect on the Toronto Islands, the Ferry, the Parks, the Yacht Clubs, the Seniors Homes, the Island Trust, TEDCO,  the Entertainment area, All water rights usage, Airport usage and contracts, City Works, Transportation Services, Economic Development and Tourism, Social Services, Police Services, Emergency Medical Services, Fire Services, Clean and Beautiful Secretariat, Waterfront Secretariat, Toronto Water, and anything else  that may be pertinent as determined from your Pie Chart and Fact Sheet.

Summary Reports would be sufficient, referencing particular contracts.  Hopefully it will not be a difficult task.

Only with this information will we be able to properly plan the Future of the Toronto Waterfront and its Revitalization process and to have the Commission investigating the Toronto Port Authority understand the relationships that need be considered should it choose to wind up the Toronto Port Authority.

I look forward to an early response to this Petition as it is necessary to Report to the Federal Commission by the middle of August.
