Letter to Chief Julian Fantino October 30,2003


Greetings Chief Fantino:

I had the pleasure to day to talk with Jim Sneep - your representative - to explore what I wanted to achieve in my communications with the Chief of Police.

I introduced myself as a Peacemaker and Jim too identified himself as a Peacemaker.

We had a pleasant chat and while his preference may have been to have me contact higher levels within the "policing" authorities in our country, I stressed to him the importance of my role as Peacemaker - and I shared with him some of the story of the Peacemaker - the one who created Peace in this territory so many years ago. The Peacemaker is the one who formed the Six Nations that fought with the British to keep Canada free.

I shared with him my story, and what my best outcome might be.

That is: to have the police department become aware of the messages that I carry. I am a peace messenger for the United Nations - (Our organization - the International Association of Educators for World Peace was formally appointed as a Peace Messenger in 1987 - and I hold the title in our organization as United Nations Plenipotentiary Envoy- as well as curriculum development officer, and Vice President of North American Affairs.)

As such I bring four messages to you as Chief of Police.

Peace Messenger Message:
1. Practice the Golden Rule: treat others as you wish to be treated
2. Understand the effect of breath on your physical, mental, emotional and spiritual self. Learn at least one breathing technique per year.
3. Stop feeding the warriors: physically, mentally, emotionally and spiritually.
4. Honor the sacred in everything.

These messages ought to be taught to all Police, all students, all politicians, all people in Toronto.

These messages come from the story of the Peacemaker and in the story they are referred to as the Great Mind. The Great Mind is often represented in drawings and paintings of the First Nations Peoples. If one were to visit the First Nations Center on Spadina - you would find a rendition of the Great Mind. Last Monday night three of the Five candidates for Mayor agreed to the teaching of the Great Mind ( the message in the Painting):

In short: the next Mayor committed to educating City Council, the police, and all City Staff in the Protocols of the First Nations Peoples - including, but not limited to the idea of the Great Mind, the message of the Peacemaker.

To me this means that we have the support of the next Mayor (except at this point in time if it happens to be Mr. Tory - and I am quite certain he will agree to this when approached - I will be seeing him this week-end and get this idea confirmed with him publicly.

But in principle we have the ideas there and agreement of three of the Main candidates and we now need to determine the best method to transfer this information to all the police and to the people of Toronto.

There are different ways we can do this. I should mention that I am a teacher and I am associated with Master Teachers, around the world. There are a number of ways we could share this information. We could send around a piece of paper. We could produce a video to teach the ideas effectively.. We could have a one hour workshop. OR we could have a week-end workshop. Or we could teach the ideas over a series of week-ends. Or we could do all of the above. Each of the suggestions will of course have a cost attached to it.

The more we do in this regard the deeper the message of the peacemaker will be received and the more valuable as a learning/living tool for society.

We can begin now. I believe we do not have to wait for the new Mayor because we already have the OK and it is the right thing to do! . The point being - where can we find how much to do this additional training? How much time can we get with the Police for this training? I am able to produce what ever process is determined by you and your advisors to achieve the dissemination of the message of the Peacemaker to your staff (all police). This training will be beneficial to those officers going into the classrooms and community - so I am quite certain you can find in one of your training budgets the resources to bring forth the message of the Peacemaker. We need to know (how many police / how much time can we have with them / and how much money is available?)

I believe Mr. Jim Sneep is going to refer this to you positively although I am not certain how he is going to phrase it to you.

I trust this writing communicates to you my purpose and intention and that you will take the next step and determine what resources can be applied to this idea.

This initiative will make the Toronto Police force a much better police force, and the story attached to this will be sent around the world as a real time activity demonstrating the power of the Peacemaker and the brilliance of the Chief of Police.

I look forward to hearing back from you as to a next step after you determine what resources are available. I will then make a formal proposal within the construct of the funds and time available to work with.
