Greetings to all Chiefs and advisers:

I am here representing many Chiefs across the Americas and in particular I might name Angaangaq Lybernth and Phil Lane Jr. who are well known to some of you I trust, and Reynold Choiniere who may be a little less well known as he is from south of the border..

I am here for several reasons that are important to the People of the First nations.

1) I want you to be aware of the opportunities that are in front of us and that are requiring your support.

At the University of Victoria there is a Chair position of Economic Development,

Angaangaq and I have applied for this position as co Chairs and we want to solicit your support by way of Motion at this conference to support our application.

 

2) We also have instigated a Claim on the lands in Toronto - not to the distraction of the Mississauga's who are involved in the "old " system of land claims, rather we are engaged in a process that may provide a new manner and process for solving land claim disputes.

Watch what we are doing and lend your support.

In July (July 7 we have called for a meeting of the Elected Chiefs and the Traditional Chief's to come together and determine a process for the Change that we all believe is necessary.

Let's be clear.

We are told that there is over $800 billion outstanding in obligations by the country of Canada to the Peoples. and let's face it - would you accept their paper if it were offered? I hope not. We can do better by partnering with Canada in processes. Canada is not the enemy - the United States government, and those governments who choose to waste money on war are the enemy. The earth is hurting - this is the message I bring you from Chief Arvol Looking Horse – “we are at the Crossroads and what we do is important”.

If you think we are separate form those governments - let me assure you we are not. There is an economic battle going on as well as a spiritual battle - most First Nations peoples are not involved in the Spiritual Battle that is going on as you have your own distractions - mainly survival.

The time has come for all of the people to come together in a good way - and to save Canada from itself - as you have done in the past when the Americans wanted to take over Canada. Still they are embroiled in that game and the current government is playing into their hands. It is not our desire that Canada continue being a puppet in Americas World Game.

We need to take a stand - not with any one party - but for the Country - before it is given over to the influences of the fundamentalist Christian Right that runs the American International policy and infects our Canadian National Government.

I call upon the energy of all of our grandfathers to make sense of what I say and realize that we need to stand together.

The first step is to organize ourselves , The second step is to prepare to wind up the DIAND and have the distributions of economic wealth of Canada make sense to the people it was intended for. Today it makes no sense to spend $879 on administration to distribute $16.50 This cannot go on any longer.

To demonstrate how bad the accounting systems of the country of Canada are, we have selected the Toronto Islands - a simple little space of only 1000 people that quietly live on the unseeded territory. I am not suggesting that we move them, or physically take them over, or change their ways in any way other than for the better. They too bear the brunt of government mismanagement - but they have chosen to be silent about it because they know they are on land they do not own.

What we want to do is to develop the administration of this non settled territory, analyze the revenue and expenses and have these islands serve all of the people in a better way. We are talking about a simple shift in resources that will not hurt the City of Toronto and by working with the City and its management develop the tools necessary to eliminate their own problems.

Remember the City of Toronto is also Bankrupt - not because they do not have the wealth - rather only because they are mismanaged. The current Mayor is mishandling the idea he borrowed from us with regards to the GST. The GST is an illegal tax on Canadians and we can use this tax to form our own relief mechanism. We need to control our own money.

This will be our role to shift the use of resources to a more equitable manner of sharing - as expressed through our TOPS (the One Percent Solution ) program.

What is needed across the country is to release resources to heal the rifts built over time as well as the positions entrenched because of ill will and fear that need be examined and explored in a more positive manner.

Together we can do this, but we need to have a vision to do so.

We are the hope of the world - we must have a large vision and we must have the will to do it.

    • Shirley Hoy City Manager City of Toronto – recommending co-operation with the First Nations Indigenous Trust, including accounting to the Trust for the Islands.

3) Write a Support Letter to DIAND for July 7 meeting of Chiefs – elected and traditional – to have DIAND Fund this.

4) Inform ALL Chiefs of importance of meeting in Toronto July 7 th 2007

Note: Since I wrote this presentation I learned that even this conference is not fully funded by the DIAND and because of this learning, I wanted to share with you the fact that there is a person whose job is to fund this kind of meeting (if we named it differently) and I quote from a note he sent to me recently:

“ MY authorities are for those First Nations who have been accepted into the Self-Government Negotiation Process”

If this is true, then all that is needed is to orchestrate “Self Government Negotiation Process” or am I being naïve as this is merely another form of double speak – which I think it is.

We need to make public these forms of double speak as I am quite certain this is not the only one available for reference purposes. I see the whole Provincial / Federal debate on all issues as a cover intended to NOT resolve issues. I believe the Federal Government has no intention of being either honourable or truthful in its dealings and therefore it will be necessary for all First Nations People that deal with the GST – to withhold it and account for it to the Federal Government. Such withholding is possible and we may get support from the rest of Canada for this.
